Italian Fiscal Code for Foreigners: How to Get It in 2026
Foreigners obtain an Italian fiscal code through the Revenue Agency, an authorised representative or an available consular service.
- Use AA4/8, with a valid identity document and the reason for the request.
- The permanent individual code has 16 alphanumeric characters and identifies you to public bodies and private organisations.
- Some non-EU applicants receive their code during immigration procedures instead.
The official assignment is free. A professional may charge separately for handling your application. Obtaining the code does not by itself give you residence rights, open a VAT position or enrol you in the Italian health service.

When You Need a Codice Fiscale
You will need tax identification for transactions such as buying Italian property, registering a lease, dealing with an inheritance, paying Italian taxes or starting a business. It is also used in employment and healthcare administration. A non-resident can need a code without moving to Italy: a property purchase is a common example.
Do not confuse needing a code for a particular transaction with a general requirement to obtain one simply to visit Italy. Nor should you assume that every bank, telecom provider or other private business applies an identical document checklist. Ask the organisation handling your transaction what it needs.
Check whether you already have a code before applying. An earlier residence-permit application, property purchase or other administrative procedure may already have generated one. Give the office any existing certificate or provisional code so it can check your record rather than create a conflicting identity.

British citizens are not EU citizens following Brexit. That does not prevent them from obtaining a codice fiscale; it means the guidance for EU nationals should not be presented as their immigration route. US and other non-EU applicants should likewise distinguish a tax-identification request from permission to enter, reside or work in Italy.

Applying at the Agenzia delle Entrate
Use the official office finder and appointment service to check how the relevant office receives applications. Do not plan around an assumed walk-in service.
For an individual, prepare:
- Form AA4/8, completed and signed. That is the natural-person form, and it does not change merely because the individual is non-resident. Forms for entities (AA5/6) and for opening or closing a VAT position (AA7/10) concern different procedures.
- A valid identity document accepted for your situation. For EU citizens, the Revenue Agency specifies a passport or identity card valid for travel abroad.
- The reason for the request, with supporting documents where needed for the application or requested by the office.
- Your address and contact details, and any previously assigned code or certificate.
For a foreigner legally residing in Italy without a code, the Revenue Agency lists alternative identity documents: a valid residence permit; a valid passport with a visa when required, or another recognised document; proof of identity issued by the home country's diplomatic or consular representation in Italy; or an Italian identity card. These are not a universal requirement to produce both a passport and a residence permit for every application.
The tax-code guide requires a valid document. Do not confuse this with a blanket rule that every passport must have six months left to run for tax-code assignment: entry and visa requirements are separate checks.
Once the office has processed the application, check the assignment certificate carefully. A paper or digital certificate of your permanent code is not a provisional tax code merely because it is not a plastic card.
Assignment During an Immigration Procedure
The Sportello Unico per l'Immigrazione handles assignment within procedures for employment and family reunification. The Questura handles it for other residence-permit procedures. The Revenue Agency's mini-guide explains when a provisional numerical code is used and when a permanent alphanumeric code is assigned.
If you are in one of these procedures, ask the responsible office whether a code has already been assigned. Do not submit a second independent application without disclosing the first one. Special arrangements also apply to people seeking international protection and to unaccompanied or unregistered foreign minors.
Applying from Abroad Through a Consulate
The Ministry of Foreign Affairs describes a consular route for foreign citizens living abroad, but the actual booking system, required evidence and service availability must be checked with the consulate responsible for your place of residence.
For example, at the time of this review, the Italian Consulate in London instructs foreign residents in its district to book a virtual appointment through Prenot@mi, uploading a signed AA4/8, passport scan and proof of residence. Its page says not to attend in person and indicates delivery by email within approximately five working days of the chosen appointment date. That is a local service indication, not a worldwide processing guarantee and not the time needed to find an available appointment.
Check the current page for your own consular district before booking travel or setting a completion date for a property transaction.
Appointing a Representative in Italy
If you cannot attend personally, the Ministry also describes applying through a representative using the required authorisation or special power of attorney. Confirm the form of authorisation, identity-document copies and any legalisation requirements with the receiving office before signing.

Costs and Processing Times: What Can Be Promised?
There is no government charge for assigning the codice fiscale. Professional assistance, document translations, legalisation and travel may involve separate costs. Request an itemised quotation rather than treating an advertised service price as an official tax-office fee.
A straightforward application may be completed during an office appointment, but appointment availability, document checks and identity discrepancies can affect timing. Consular services publish their own arrangements. There is no reliable national promise of completion in 15 minutes, nor a fixed north-versus-south timetable that applies to every office.
Before a deadline, work backwards from the date when the bank, notary or other recipient needs the certificate. Allow time for booking and correcting documents, not just for the moment when the code is generated.
Checking Your Code and Dealing with Errors
Only a code issued and certified by the Revenue Agency is valid. An online calculator can reproduce a possible sequence from your details, but cannot prove that it has been assigned to you.
Use the Revenue Agency's official verification service and your assignment certificate. If a bank or software provider rejects the code, compare the personal data on its records with those on the certificate before assuming the tax authority is wrong.
Homocodia and Two Different Codes
Different people can have personal details that generate the same base sequence, a situation called omocodia. The Revenue Agency resolves this through its checks and the official assignment. A permanent individual code remains 16 characters: it does not become longer through an extra letter or digit.
If you hold two different certificates, or both a provisional numerical code and a permanent code, ask the Revenue Agency to check and reconcile the records. Do not simply keep whichever code was issued first, and do not substitute a calculator-generated code for the one officially assigned.
Name Changes and Document Discrepancies
Use the spelling and personal details supported by your identity documents. Where different documents use different names or transliterations, provide evidence of the discrepancy and ask the office what it needs to reconcile them. Keep the resulting certificate for the organisations that need to update their records.
Fiscal Code, Partita IVA and Healthcare Are Different Things
Your individual codice fiscale identifies you; a partita IVA identifies your VAT position for business or professional activity.

A sole trader or freelancer does not replace their personal code with a VAT number, and a professional-register number is not appended to either. Company tax identifiers follow different rules from individual codes.

Likewise, the code does not automatically entitle you to the Servizio Sanitario Nazionale. Eligibility and registration must be checked with the ASL. The official Sistema Tessera Sanitaria guidance explains that the health card is produced when the ASL communicates the person's healthcare-entitlement data. Obtaining a tax code is not a promise of a health card within a fixed number of days.

Frequently asked questions
Can I get an Italian fiscal code without living in Italy?
Yes. A foreign non-resident who needs a code for an Italian transaction can use the available consular procedure or appoint a representative to apply in Italy. Check the competent consulate's requirements and provide the reason for the request. Tax identification does not confer residence or work rights.
An individual uses AA4/8 for the tax-code request, and being non-resident does not change that. AA5/6 applies to entities that are not natural persons and are not subject to VAT; AA7/10 covers opening, changing or closing a VAT position. Older sources sometimes cite "AA5/8" or "AA7/8", which are outdated designations.
Can I apply online from the UK?
The London consulate currently offers foreign residents of its district a virtual Prenot@mi appointment with uploaded documents and delivery of the certificate by email. Check its current instructions and your consular district. The Fast It route described for AIRE-registered Italians is a different service.
Does my codice fiscale expire if I move away?
The Revenue Agency states that the code does not expire. Moving away does not require a new code. If your details need correcting or you have conflicting assignments, ask the Agency to check your records rather than generating a replacement yourself.
What if I lose the card or certificate?
Request a duplicate or a certificate through the applicable Revenue Agency or consular service. Losing the physical document does not create a new taxpayer identity. Use the officially assigned code, not an unverified online calculation.
Do children need their own code?
A child's own code is used for the administrative procedures that concern them; a parent's code is not a substitute. The person with parental responsibility normally handles the request. The Revenue Agency describes separate arrangements for unaccompanied or unregistered foreign minors.
Is a codice fiscale enough to register for healthcare?
No. It identifies you, but the ASL must check your entitlement and register your healthcare coverage. Some protected categories can register using a provisional code, so a provisional code is not an automatic bar either. Check your specific situation with the ASL.
