EORI Number in Italy: Small Business Guide for 2026
An EORI number identifies your business to EU customs for operations such as import, export and transit. For an operator established in Italy, registration is handled through the Italian customs authority, Agenzia delle Dogane e dei Monopoli (ADM). Check for an existing EORI before requesting a new one.
The legal foundation is Regulation (EU) 952/2013, the Union Customs Code, particularly article 9. That is an identification function. Do not treat a valid EORI as confirmation that a particular shipment's customs, tax or product questions have been resolved. EORI is not a substitute for a VAT review
The ADM application asks separately for EORI-related identity information, VAT identifiers and taxpayer identifiers. Its structure is a useful reminder not to treat these labels as interchangeable.

Who Registers, and in Which Country?
Businesses established in Italy
Article 9(1) of the Union Customs Code requires economic operators established in the EU customs territory to register with the customs authorities responsible for the place where they are established. For an Italian-established operator, the practical starting point is ADM.
The founder's nationality is not the test stated in that provision. A foreign founder should therefore identify the operator and its establishment rather than choosing a registration country from the passport of a shareholder or director.
Businesses established elsewhere in the EU
Apply the same establishment rule. Do not request a fresh Italian EORI merely because an Italian carrier asks you for a customs number. First identify whether the operator already holds an EORI and validate it.
Article 7(2) of Implementing Regulation 2015/2447 states: “Only one EORI number shall be assigned in respect of each person.” ADM's explanation of recognition across EU customs authorities supports the same practical conclusion: EORI is not a separate national registration to collect for each delivery destination.
Operators without an EU establishment
Article 9(2) of the Union Customs Code addresses registration, in specified cases, with the authority responsible for the place where the operator first lodges a declaration or applies for a decision. Article 6 of the implementing regulation specifies that the responsible customs authorities are designated by the Member States, which communicate their details to the Commission.
The Commission's EORI guidance directs operators without an EU establishment to the country of their first intended customs operation. It lists activities such as lodging customs declarations, entry or exit summary declarations, temporary-storage declarations and acting as a carrier. Ask an adviser to apply these rules to your actual role before treating a commercial delivery address as an establishment.
For people who are not economic operators, article 9(3) says registration is not required unless otherwise provided. This guide therefore does not claim that every private recipient of a parcel must register.
How to Prepare an Italian EORI Application

Check whether the operator is already registered
Ask whoever handles your existing customs activity for the assigned EORI and registration correspondence. Use the Commission's official validation service linked in the references below. Search your business records under the legal name as well as any trading name used with a courier.
If a number cannot be validated, first check the transcription and ask the registering authority for clarification. An error message is not a reason to start duplicate applications across different countries.
ADM's English form asks for the country of residence or establishment, the surname or corporate name, address, relevant VAT and taxpayer identifiers, the applicant's capacity, economic activity and contact details. It also includes space for identification codes assigned in third countries.

Prepare supporting documents and representation
ADM's published English operational note distinguishes natural persons from legal persons. It describes identity documentation for an individual applicant and business-register documentation together with the applicant's identification for a legal person or association. Where someone else submits the application, it also addresses a power of attorney or delegation.
Confirm with the office the acceptable document form, any freshness requirement and the practical submission method for your case. Submit to the customs office, not a lookalike service
ADM's form is headed “To the Customs Office” and its published operational note describes submission to a customs office using the prescribed model. Start from the official ADM page and ask the receiving office how to lodge the request and attachments.
Keep a copy of what you submit and any receipt or correspondence. Ask how corrections are handled if the office identifies a mismatch. Do not promise your supplier a dispatch date based on an unverified same-day activation claim.
Review publication consent separately
The ADM form includes a choice about publishing identifying data on the Commission's website. Its wording expressly says that publication is not mandatory and refusal does not affect EORI registration or customs-law activities.
Read that choice rather than assuming every box is a registration requirement. It also means a public display of name and address should not be treated as the only possible evidence of a valid registration.
Validate the Number Before Your First Shipment
The Commission provides an official EORI validation service. Once a number has been assigned, check it and record the registration details in the documents used by the person preparing your customs transactions.
Do not construct a number yourself by attaching a country prefix to a familiar tax identifier. The practical objective is to use the number actually assigned to the correct operator. Ask the office to resolve uncertainty about identity or status.
The Commission states that EORI numbers do not have an expiration date, but may be invalidated on request or when the trader's business activities cease. Accordingly, do not treat an old certificate as proof that no further check is useful. When a legal name, address or business situation changes, contact the registering authority; the ADM form includes a commitment to inform a customs office of changes to supplied data.

Worked Procedure: A Small Italian Importer's First Order
Imagine Cedar Studio, a hypothetical Italian-established small business planning to buy goods from a supplier outside the EU. The example illustrates a preparation process, not a real client case, a duty calculation or a guaranteed clearance outcome.
Identify the operator. Cedar's founder and customs adviser first establish which business will appear in the relevant customs role. They use that business's legal identity, rather than the founder's personal identifier or the supplier's registration.
Check existing registration. The founder reviews the company's records and asks its advisers whether an EORI already exists. If there is an assigned number, it is validated before a new application is considered. If registration is needed, the business prepares the ADM form and confirms submission instructions with the customs office.

Separate the registration question from the cost of obtaining professional assistance and the cost of moving goods. Ask any adviser precisely what a quotation includes: checking identity records, preparing an application, communicating with customs or handling a specific declaration.
For shipment planning, request separate explanations of transport charges, customs-representation services and any tax or duty assessment relevant to the goods. No general amount from an EORI guide can replace that transaction-specific review.

Do I need an EORI just because I sell services abroad?

Establish whether you actually perform a relevant customs activity; do not infer an EORI obligation solely from international invoicing.
Is EORI the same as my partita IVA?
